I thought they were using it specifically to PROMOTE Disney+'s original content, as I saw it advertised before its launch last year, but after hearing how many people didn't realize it exists, that actually explains why soon I more often saw Anna Kendrick (Noelle) and Jeff Goldblum (The World According To Jeff Goldblum). It's like they realized partway into that initial campaign that it isn't going to the killer content they were hoping it would be. Their lack of confidence in it probably doesn't make it any better.

Sounds similar to the religion I grew up in. My sister was kicked out of the church for getting a divorce. Even though her husband was abusive and was cheating, because she was the one who filed for divorce she was kicked out and he could stay.
