In the case of Soleimani they seem to be arguing he was a legitimate target by virtue of preemptive self defense. Colloquially though, in the sense that an assassination is, "the act of killing a prominent person for either political, religious, or monetary reasons" I think you could reasonably describe both cases as an assassination.

More realistically the US would try to install a puppet government by supporting compromised politicians. They would then dismante media that isn't sympathetic and replace it with propaganda machines. Canadian institutuons would be made to take unfavorable deals with us partners so that a breakup would be more painful. Simultaneously they would encourage discontent in the population so we turn on each other instead of the outside threat. They don't need to invade to take over.
